Default Cleaning Seat Cover From Singer Cabinet

I got a 1952 model 15-91 in a mahogany cabinet while visiting our kids in Missouri. The cover on the stool is in nice condition, but a little of the vinyl-like surface layer has chipped off on the corners. Most of the surface is kind of foggy and looks like it is showing a fabric pattern from someone's pants or dress.

Are there any recommendations, or warnings, about cleaning the surface of the cover?

I haven't tried this, but this website offers tips for cleaning a vinyl cushion:

I have that same machine, cabinet, and stool as you have described. From photos that I have seen it appears that these stools all had that same "vinyl" like cover. However if the machine was used a lot, most of the stools have that chipping on the corners from wear and tear. When I got my stool, it was already recovered with fabric (as shown in the link below) and I think I prefer that even though it is not original. I am not too keen on sitting for any length of time on vinyl especially in hot weather.

You've got to be pretty happy with that! The cabinet in particular is gorgeous!. I'm going to sneak up on the stool cover with some cotton swabs, and judiciously apply some potential cleaners around the edge and see how they work. If they don't, I'm still pretty happy with how it looks now.

Vinyl fabric deteriorates with age. It becomes gummy and brittle. My mil's 1948 model 15-91 had the same problems as yours. I replaced the padding and covered it with upholstery fabric. It's very easy to do and I am very happy with the results.
