Default found a 99...mirium or Leon, or someone else please help

I got the new beauty home. she turned out to be a 99.
she was made Sept, 11 1954
when i open the bobbin case, there is a clump of red feltish type of thread ball outside of the case.
is it dirt i should take out, or is it there to catch threads.
I once took out a grey clump, and i found out later, it was there to catch the auto thread cutter.
i know this doesn't have one, but i know someone here knows more about these things than i do.

It is an oil wick and is supposed to to stay there. Congratulations on a 99.

yepo, NJ quilter is right on target. Make sure to take the faceplate off to clean and oil behind it. There can be huge fuzzballs back there.
