It is highly unlikely to be your timing. It is more likely that the 'finger' of the carrier is not lined up with the needle plate. I am attempting to upload a photo to show the correct placement.

This is the answer. I had the same problem and fortunately was able to debug it by going back to the manual.

I couldn't figure out why the bobbin was constantly acting up when it had been just fine before I had cleaned it.

Check it out. All you have to do is remove the faceplate, set the bobbin in so the hook part is up, and put the faceplate back on. That fixes it!

I'm sure you meant the needle plate, which goes under the needle.
The face plate is on the top left facing side of the machine.
A lot of these names are very similar and easy to mix up.

She said in the op she had the finger in the correct position according to the manual. Also if the finger isn't at 12, I've never had the needle stop. The only time I had that happen was when I removed kthe whole bobbin set up to clean inside it and then had to retime it. That's where my thoughts on timing came from.
