it would be much easier to identify with a picture of the entire machine. Sometimes these plates were replaced to match the logo of the reseller.
I'm pretty good at identifying US made machines by the type of leaf tension too - that is often unique to each manufacturer. though it it's foreign, I know almost nothing about them.

I'm guessing on a National or something related, but I haven't manage to find the exact same model. There are a couple of very similar machines on a the web, similar decals, cover plates, stitch length lever, but not exactly the same crest with shield and sword. Here's a Brunswick. It's a start at least, but needs a bit more tracking and searching. This is the page where I found it, which makes it an Eldredge possibly from the 1920s.

Those all have round needle plates.
