Turn that baby upside down and remove the oil pan. If the felt is nasty smelling put it in the trash. New ones are available on the Internet for about $7 and up. Or make one using the old one as a template and some wool felt. Don't forget to wipe down the oil pan with some kerosene to remove that gunky, smelly old oil before putting in the new pan liner.

If it is dirty, I use clear sewing machine oil all over it to clean it. Put it on, and use the cotton make up rounds to take the oil back off. this has worked well for me, and doesn't hurt the decals.
