I love the new Fabi dies that Sissix has come out with for quilters,Can cut 8 @ a time.Can be used on fabric and paper.I do believe they have a circle die, too.

One can also buy circle templates - either to draw around or draw inside.

This one has been useful to me:

You can buy pre cut paper circles and circle punches. Recently i bought punches for hexies and love them. So much faster then tracing and cutting.
