Default Burlap and dust?

I guess you would call it dust, lol. I want to make valances out of burlap sacks. I washed the sacks and hung them out for days, they still are "dusty". Do they make anything that would stop this? Has anyone ever accomplished this? I wasn't sure if I used spray starch if that would help. I am putting a strip of fabric down each side as a panel. I will also probably put a backing on, which will help but I am looking for any guidance.
Thanks

dust? how did you wash them? I made burlap sided shades a few years ago for a family member- I stitched around the edges of the burlap so it would not fray-then put them into the washer with detergent, on a gentle cycle- then I tossed them into the dryer- on low heat to speed up drying- then steam pressed them to get the wrinkles out- I do not remember dealing with any 'dust' while working with them.

I washed them on gentle cycle and hung out for days to dry. These are old, maybet hat has something to do with it. You shake them and you can see material particles flying around. Lol

I know the dust you're talking about,
the newer stuff in the stores doesn't seem to be as dusty

If you are trying to use REAL burlap sacks for curtains - don't.

I was in Hobby Lobby the other day and the clerk who was cutting burlap for a customer was wearing a surgical mask. I don't know if it was a personal precaution or something the store had her do. So many things made with burlap today, from curtains to pennants and bows and wreaths, etc. Always seemed scratchy to me.
