Pug front/back carrier?

I am not sure if it would work for a Pug, but a friend just pops her smaller dog into her back pack. I have a Pug cross and Oscar hates to be carried. He is about 18 pounds and that would be quite a weight for me to pack.
Oscar is only good for up to a 2.5 mile walk, he can do multiple walks a day, but no further than 2.5 miles at a time. He dislocated his knee 2 years ago, so far we have been able to avoid surgery with more frequent shorter walks.
Perhaps check out thrift shops for a baby carrier and see if it will work.
