Hi Joyce and welcome to the board I'm Pam from Arkansas. I have a Janome sewing machine and this happened once to me. I had to start sewing a little to get it to come back up. I decided I would never lower mine again. Since I have been on the lookout for a good cheap machine to do my free motion with.

Hi and welcome to the board. This is what I was going to suggest also. On my Kenmore, the feed dogs don't pop up until I start to sew or at least press the pedal as if to sew.
