Only one side gets "ragged" The ragging comes from snipping the seam allowances after joining the blocks together. The seam allowances end up on one side. I suppose you can switch blocks around a bit to have some on the front and some on the back but everyone I have seen or made has the "ragging" on one side and smooth seams on the other.

Thank you so much I am so confused, I am making a baby rag quilt and the directions say to sew the seams together with seams "up" and then press them open after. I also have some flannel blocks that are already cut to size and snipped so I want to just join them together and put the snipped sides up. Do you think that sounds right?

I have never pressed the seam open so that part???????
When you do regular sewing, you usually put right sides together and then your seams end up on the back. For a rag quilt, you place your pieces, or blocks wrong side together so that your seams will show on the right side of your quilt. I have never "pre-snipped. For your sewing you probably want at least a 1/2 inch seam or even an inch, set your precut/snipped blocks wrong sides together and sew. Make sure that your seam is below your snips. When you go back an snip the seams of non- pre-snipped blocks make sure that you do not snip into the seams.
When you are done with sewing it all together and snipping all the seams you throw it through the washer and dryer and then it will rag up for you. Leaves a lot of lint in your dryer!!!

You can rag either side. I have done denim I-spy quilts and ragged the denim side one one and the I-spy side others. You could rag both sides depending on how you sew the seams.

My 9 year old grand-daughter just completed a rag quilt. We finished snipping it yesterday morning. The instructions recommended that she rag it on only one side. We didin't press the seams open. Once she brings it back washed, I'll post a photo to share with everyone.
By the way, check the filter on your dryer often, you don't want to start a fire. Happy sewing!!!
