Making baby quilt

Yes. Wash with same settings on washer/dryer as end user. Flannel is much frailer than standard quilter's cotton because of how it's processed & is more prone to shrinking.

i usually wash flannel twice... it shrinks some more with the second washing

Yes, I would say definitely to wash the flannel first because it does shrink a lot.

I would. Flannel has a tendency to shrink more. I don't usually wash other fabric - I know horror or horrors for some people. I can hear you gasp now!

Absolutely, as flannel will shrink more than 100% cotton fabrics.

I would definitely wash the flannel first and if the baby quilt is a gift, I would attach a card with laundry instructions.

Flannel shrinkage can add to the puffiness of a quilt that is not too closely quilted -- if you like that look.
