pieced back and panel do not fit
I purchased a cute panel for the back of a pieced quilt top, but have a problem. How would I add the borders when the sides are three inches and the top/bottom borders are 4.5 inches? Is it OK to have a wider border at the top/bottom, or should I make the top the same as the sides and add a wider border at the bottom? There is not enough room to make another row of blocks.

I don't see why not. When I was in college we were tought to always frame our work with the bottom mat a half inch bigger, so it should be perfect for a wall quilt. For a bed quilt I'd put the extra on top since that part has the pillows so will lay differently on a made bed.

Make your borders whatever size fit your application and that appeal to you. I don't quilt to make someone else happy, I do it to make me happy -- and about 98% of the time, if I'm happy with the finished product, everyone else who see's it likes it too, and if they don't, too bad! : ) It's called "artistic license"!

Sure it's okay. This is your quilt and you should do it the way you want. My sister is working on a quilt right now that includes a panel and she is slicing off two sides to make it fit. Go for it.
