I have a pattern that recommends using flannel for batting in placemats. Go to a thrift store and see if you can find what I call a sheet blanket. It's a bit thicker than flannel on a bolt and you will have more than plenty for use. Stains won't be of any concern and it probably has been washed multiple times so won't shrink.

I use flannel that I get on sale at Walmart or Joanns. I try to get a light color so the print doesn't show through. Sometimes I'll use a double layer and put right sides together because of the print. Be sure to wash and pre-shrink flannel.

I also use Pellon fusible fleece for placemats. It's so nice when they come out of the dryer flat!!!!!!!!!!!! A lady who works in a local quilt shop recommended it to me and I was skeptical. Now I use nothing but the Pellon for my placemats.
