Make it as large as you can with the fabric you have.

I would go with the square layout. The rectangle is so close to square it might seem like a mistake. I'm not a fan of square quilts for adults, but for babies it's fine.

Bears, I would make the quilt as large as you can with you have on hand. I just finished 3 baby quilts, one more to go, and they average 39 - 42 square. Of course, your quilt, your size but I always shoot for about 40 square depending on the pattern and fabric at hand. I prefer to not piece the back if possible.

I have to go against the majority -- I have never cared for square quilts of any size. I want them to fit beds. My recommendation is to add to the length.

Do people even wrap up babies "burrito style" any more?

I still see this, although mostly with very new babies (up to a month or so old). Some hospitals don't teach new moms to do this any more; now that you mention it, I'm curious as to why.

Personal preference I despise square quilts. LOL.

If you add to the length, perhaps you could use a different fabric to add borders...this could make it bigger

I "burrito" wrapped mine for about the first month. I'm thinking they don't teach new moms nowadays because of the whole SIDS awareness... Just my guess. But then again, they are now saying no blankets around babies at all, only for tummy time.

33 x 33 is a good size for a stroller quilt, to tuck around a child sitting in their stroller on a chilly day.
This size will also be small enough for the child to carry around...think of Linus and his blanket in the Charlie Brown show.
