Need some help
Ladies, how would you quilt this? I need some suggestions. The dark blue is supposed to be the water. I thought about putting waves there but other than that I am stuck. I don't want to SITD this time.

Cute top! I think the sail boat with the black sails needs a little Jolly Rogers pirate flag.
For quilting, waves in the water and SITD around the boats and sails first. I would then put a few lines in the blue sky as if the wind is blowing.
