Try lighter fluid.

Try vegetable oil and lots of paper towels. It works well on those sticky price tags on cups and glasses that is hard to get off.

I would try WD-40. It works for me on lots of sticky labels that are hard to get off.

According to the website, use Murphy's Oil Soap.

Whatever you use, make sure it isn't going to also remove the markings on the ruler.

I have used a bit of hydrogen peroxide. My niece is an RN and she said they use it in the hospital to get sticky residue off people and things. I get basting over spray on my cutting table sometimes and I uses GooGone or the peroxide - depending on which ever is closest or how much area I need to clean.

I would use Goo Gone. Work on a small area. Spray it on, rub it around in a circular motion with your finger. Let it set about 1 minute, then rub again & wipe with a paper towel. You may need to do this several times to get it all off. Once you get it all off wash your ruler in a mild soapy water to get the Goo Gone off.
