http://ventura.craigslist.org/atq/4779095557.html At $20 for the machine you could add some $$ for good shipping material, maybe they'll bite?

Pudge,
The easiest way to get a hand crank machine is to assemble one. Get a 15 clone, then go to Sew-Classic and buy a spoked hand wheel, hand crank, and bobbin winder. Then swap out the parts and you'll have one.
I have a 99K set up as a hand crank. Works pretty darn good.

It costs in the neighborhood of $30 to convert a machine to hand crank. If the machine already has a spoked wheel, the price goes down.
That Vickers is a good deal. If I was closer I'd jump on it.

Why do you have to buy a bobbin winder? Is it because it's too hard to wind a bobbin on a handcrank?

Pudge,
Some of the bobbin winders from the newer machines won't work with the spoked hand wheel. The bobbin winder is integral with the belt guard so it comes as an assembly.

If my memory serves I used to cut part of the mounting bracket where the winder is adjusted on to allow for more travel with spoked handwheel. This screw can also be removed and finger pressure used to wind. I only did this on electric Singer 66, 99, 15-90 as they wouldn't sell unless I put an HC on.
