Rudy's chip (AVID technology) is thru a company called PETtrac (800-336-2843). In their application form, they list an "Information Change" option for $6. I'm guessing, if you don't already know the chip company's name, that you could go to your vet (or perhaps shelter) to have the chip read; the chip may contain the company name and/or number to call.
