I have ordered once from Fons and Porter and will never order from them again (though I do receive their magazine, it was a gift subscription). This past May I ordered a block of the month kit from them. It was supposed to ship out by June and was seasonal (the block would be for the coming month). August came and went and I hadn't seen the first one. I called and got some story about the fabrics not being available but that it had just shipped out. I received the first one, but nothing the next month. I called in October after not receiving another block and I don't remember what their excuse was then but I told them to cancel my order. The customer service person said she had cancelled my order but when I asked for a confirmation email of this she said she couldn't send one. So what shows up in the mail in November? You guessed it, the second block. I had been charged for it and I was ticked. I called once again, asked again for the order to be cancelled. Was again told that it had been but they couldn't send me confirmation of it. I threw a little fit about that but it did no good. I haven't seen another BOM in the mail though. Not sure what I'll do with the two I have.
Regarding your question though, about quilt kits, I do think the pattern should come with the kit. I see this same thing from Connecting Threads and The Fat Quarter Shop. Selling kits but saying you'll have to purchase the magazine or book separately. I think if you're going to put a kit together for a pattern, the pattern should be printed off on it's own and come with the kit.
