Unfortunately, this happens a lot with panels. If you wet the fabric and block it, that should help. I had the issue with the cat stripe fabric I used for the borders in my avatar photo. I spent a bit of time blocking the first piece. The next one, I tried wetting it and stretching it a bit with my hands to straighten it out. When it dried, it pretty much stayed in place. So I did the rest that way.
