Both!!!
when i purchase for a specific pattern i always purchase at least 1/2 yard extra of each fabric in case of mess ups- i don't want to be short- so there is extra left over for the stash- all of the (left-overs) from each project goes into stash- and if i see a fabric i just love i buy it...it depends on the fabric how much of it i buy- if i have no plan in mind---if i love it but have no idea what i would ever do with it- i buy a fat quarter- just to have a piece of it...if i love it and can think of a dozen different projects i could use it for i buy as much of it as i can afford at the moment- if it's a basic (blender type) i usually get at least a yard or two...just depends...
but MY STASH GROWS LIKE BUNNIES REPRODUCING!!! it becomes very over populated very quickly when i'm sewing alot...cut one piece of fabric for some blocks and i may have 10 pieces left to add to the stash---it multiplies...FAST

I have bought a couple of fabrics that I like, but it is hard to know how much to buy if you don't have a specific project in mind.
Thanks to all of you friendly people for answering my questions.
