Personally I have not yet paid more than $2 for a FQ and are pretty decent quality. I have seen FQ go as high as $4-6 in LQS and online fabric shops depending on brand name of it.
I've never been one to buy FQ's much but lately in the Walmart in a neighboring town now that they have revamped that department I find they have a really good selection of good quality FQ's sets and individuals for $1.47 each so I have started buying some.
I have seen some that I really like that are $4-5 dollars per FQ in other fabric stores but unwilling to pay that much for it especially when our LQS sells great quality brand name fabrics at about that a yard or less if put on the sale table to make room for new fabric that comes in.
