I know of one WalMart that kept a fabric department as you described. Fabric thrown around everywhere, bolts of fabric just halfway on the shelves, with notions that were disorganized and obviously poor department management. Of course they took out the fabric department and have not yet brought it back, but I hope they have better management if they do. I have seen nicer and better kept fabric departments at other WalMarts, but that one was one big mess.
