Then get back in line to finalize the mailing. That part is just a big hassle especially if you use a busy post office. If USPS could do a better job of providing info, it would help greatly. I don't mind doing it at all but this could be one of the issues. :)
Here they give me the customs form and let me pay for the shipping and go off fill out the forms and just drop it back off at the front. no need to stand in line again. I also got a bunch of extra customs forms the last time I went so I could fill them out in advanced.
We did just have a postal strike so that may explain some recent things that happened.
