I can't really understand why either if the person is willing to pay for shipping. I have shipped scraps worth $10 to UK and shipping was about $14 and the buyer was ok with it. The only issue i guess would be the insurance since i can't get international insurance unless through a third party which is a hassle. Once i ship it won't be my responsibility and i provide tracking always for reference...IMHO
