From the info provided as to the size of a "fat quarter". it appears that the more important issue is the crookedness of the cut instead of the size that reduces the amount of fabric, and YES, I would either return for a refund and complain (which won't do any good) or take pictures of the crooked cuts and send with a letter of complaint to corporate.
