The start and end times have changed as noted above. There does not seem to be a single study that exchanging an hour of daylight in the morning for an hour of daylight in the evening and vice versa makes an appreciable difference in energy consumption. However, it does make a difference to the restaurant and entertainment sectors of the economy, although I have not always been able to follow what I consider their somewhat convoluted arguments in favor of the change. Your state legislature can exempt your state, but think what a mess that would be for your state to be on one time and the rest of the country to be on another.
