i don't blame them for unfolding fabric as they bag it. if i don't take a cart or basket, i will put small things in the fold of the fabric so i don't drop them, not to steal them. But i usually open the fabric as i set it on the counter to remove them, too.
Theft is a major problem for business.It was 40+ years ago when i worked retail. it's the reason prices are high, to make up for losses.
I knew a couple people that work for a major jeweler. They cannot wear clothes with pockets, have to wear"booties" in the area where jewelry is made so nothing(gems) gets stuck in their shoes. If you don't follow the rules, you don't work there. Period.
