I like to put my side borders on first, because they are usually longer than the top and bottom. If I put the others on first, the side ones would be really long! And if the side borders are cut from the lengthwise grain, they will be less likely to stretch out of shape and can control the quilt body from stretching. I have heard that it takes less fabric if you do the side ones first, but I don't know if that is true.
