I have the same problem AND as a matter of fact, have on this date purchased a book entitled Just Can't Cut It! by Pamela Mostek. Now, I actually cannot tell you that this book will help you, but I am sure hoping it helps me because I have about 8-10 fabrics that I look at and fondle and do not cut and I want to break that habit.
