As Linda8450 stated it is illegal to share or trade purchased designs, even though it is fun.
Embroidery Designs is a site that sells designs from many different digitizers. Some are good others less so. It is easier to judge a site that has designs created by a single person or single team like Embroidery Library or designs by SICK. Since the same digitizer(s) created every design it's easier to judge the quality.
