Sound like the QAYG method Fun and Done (but names sometimes getpassed around and referenced to different things).

She didn't use the ruler, but brings the backing to the front.
But there was another quilt on her, with a pastely watercolor backing , where each block was framed separately and then put together (almost like English paper-piecing).
It was really quite spectacular looking.
