Where the shellac is intact you may have some luck as shellac is resistant to some of the more common pain solvents but in general - OUCH! Goof off has worked for us in the past removing dried latex paint but I don't know what it will do to the shellac or decals. Best guess is not good. Very, very careful cleaning is the only thing I can suggest. Pretty decal set otherwise. Are those the owl decals?
