I would guess that you would blow up the balloon first!! then soak the thread clippings and fabric snipets in something like Modpodge ( art and craft glue ) then smear them onto the balloon, making a bowl shape. Allow to dry for several days and pop the balloon. You could then give the bowl another coating of Modpodge and allow to dry again. Of course, this bowl would be DECORATIVE ONLY and not for food or the micorwave. I just saw a bowl ( pintrest maybe? ) made from buttons, all glued onto a balloon....it was cute!!!
