Because the scant part is variable depending on the thickness of your fabric and thread.

The problem is, you're all obsessing about the seam allowance when the thing that matters is the measurement of the fabric on the other side. It doesn't matter if your seam allowance is a perfect 1/4 inch down to the micron if the measurement of the right side is supposed to be 2 inches and it's 2 and a sixteenth.
