Tips for 1/4" seam allowance

I was having the same problem yesterday with some strip quilt blocks. Even had to unsew two of them because the bottom block was barely caught and the top one had a perfect 1/4" seam. I have the 1/4" foot with the guide on it. I also noticed that because of the many seams in my blocks it made my fabric want to go left. Thanks for the tip!!!

So please explain how pushing out just the bottom fabric would solve this problem? Doesn't that cause the seam allowance on the bottom piece to be a full 1/4" and the top one is the only one that would get the 'scant' measurement? So one piece of say a HST would measure correctly and the other would be 'off?' Help.
btw, thank you to THIS person who actually took the time to put up a big honkin' picture taken STRAIGHT ON and up close to show exactly what is meant by this 'scant' quarter inch. Every other video that I've seen has the person sitting at the machine while the camera is positioned somewhere to the left of the sewing table and/or too far away to actually SEE what's going on, which is NO help to those of us who need to SEE it.
