I think it depends on the time of year and the event. I was at an outdoor casual summer wedding on a very hot afternoon. I wore a long summery skirt and top and sandals with no pantyhose. Had it been a winter wedding, I would not have been bare legged. A professional event probably requires panty hose but younger women might disagree.
