In Arkansas, I divide anytime the earth is warm. They may not bloom the first year after moving. They can be dug up, cut up, broken. They are tough bulbs that grow close to the surface and multiply easily and produce beautiful flowers. Traditionally, I believe it is recommended to move in the fall. Lay the roots, (bulbs) lengthwise and the shoots will sprout from one end and rise upright.
