This is not entirely accurate. Libraries have different licenses with book publishers than consumers do. A library can let you copy a certain small percentage of a book for your own personal use. Consumers can copy as much as they want to of their own purchased books, again
for their own use-- to mark up or whatever. You are never legally allowed to make copies to pass out to others, with or without paid compensation.
