Try agriculture lobby, the people who grow corn and found a whole new market for it if they could get their members of Congress to mandate using corn for gasoline instead of for food. Isn't the corn belt in the midwest? What would happen to the farm economy if corn farmers lost the gasoline market? Don't misunderstand--I'm not for using corn for gasoline and never have been--but government would not have mandated that use if it had not been for American farmers (maybe big corporate farmers) who profit from it. froggyintexas
