That's a fire hazard, so be sure you don't walk away and leave it plugged in. Take the foot control apart and make sure the "plunger" on the outside is moving freely. You may need to sand the hole or the plunger itself. Then you may need to stretch out the spring (just a little), so it has more pushing power, to push it back up.
