I've never had instructions on what size to cut the pieces. I just completely some paper pieced umbrellas for use in a jacket. Because the pieces were most small strips, I just cut 2" strips and used them as needed.
I agree with loisf. Cut the pieces considerably bigger. It's better to have to cut some off than to not have a big enough piece.
