Default Machine ID verification

My wife saw this machine on Face Book and has been corresponding with the poster:


As best we can tell by the pic and serial #; 10,952,099, it's a 27 with the painted roses decals made in 1892. We haven't ID'd the cabinet yet.
It also looks to be missing the top tension assembly.

Are we close or did we miss it by a city block?

The poster of the machine wants to sell it but I suspect she'll be asking waaayyyy too much.
