I had a wall hanging that was at a quilter's for 17 months. I finally called and told her that I wanted the quilt returned, finished or not. She asked for one more week and finally finished it. She didn't charge me, but I paid her anyway. She did a beautiful job, but there is no excuse for keeping a wall hanging for 17 months.
