Since most allergic reactions are from touching the allergen, having wool batting in a quilt should not cause a problem, since it is sandwiched between the top and backing. Of course, if you have problems with bearding while quilting, it might cause problems. If you are worried, ask the recipient before you sandwich the quilt.
