I will cut about 1/2" of batting and position it in the binding before I sew it onto the front. If it weren't for that pretty flange that I took extra time to create, I may have just folded the binding over itself and then sewn on, but I didn't want to lose that. You are doing it correctly. If you add a little bit of extra batting as you sew it on the front, there is no need to sew or fuse it on. It's not going anywhere. And it doesn't have to be one long strip either. In fact, when you come to the end of one piece, I would pull the end edge to make it thinner. Do the same to the new piece you are adding and overlap the two pieces so the thickness is about the same.
