    I sent 2 quilts to a long-armer who trimmed the batting and backing right up to the edge of the border. There would have been no fill from the batting for the binding. So, I widened the seam allowance from 1/4 inch to 1/2 inch and then I could turn the front, back and batting into the binding to finish it. The only tricky part is the corners, and where to stop before making the turn. I fudged it and the corners seemed to turn out ok. I did several test seams to make sure I could turn the binding and cover the seam line, and it worked out. It is worth a try.

    Because it is just filling the binding, I would use light weight iron on fusible interfacing to attach a wider strip as ccjsews said, and then re-trim.

    Has anyone used a thin strip of flannel? I would think working with that small of a strip of batting could be difficult, but if your binding was cut 2 1/2" and the flannel slipped in at 2", i think it would be easy to handle and lay flat. Just a thought, never tried it. No matter what you decide on, I'm sure your father will be thrilled with it. And thanks to him for his service.

    I have a quilt that my great-grandmother made and in doing a repair on the binding I found that she ran some yarn inside the binding to fill it out. You may need more then yarn to fill your binding and the batting suggestions may work better for you.

    When I cut the quilt too close and have "empty" binding, I often just cut a strip of batting and insert it in the binding, it works for me.

    You are doing it correctly. If you add a little bit of extra batting as you sew it on the front, there is no need to sew or fuse it on. It's not going anywhere. And it doesn't have to be one long strip either. In fact, when you come to the end of one piece, I would pull the end edge to make it thinner. Do the same to the new piece you are adding and overlap the two pieces so the thickness is about the same.
