New needle and all new thread would be a good start assuming the bobbin is wound and in correctly etc
I'm wondering if there is some slight timing issue. Worn shuttle? Needle correct? I got lucky to clean up and use a Jones a couple years ago. Neat machine. Seems like a different bobbin/shuttle.
