I saw the recipe for Royal Icing in a cookbook so I was planning to make it, then I decided $5.00 was too much for powdered meringue when I only need 1 or 2 tablespoons a year. I doubt there is a substitute, so I'll just mix powdered sugar, butter, milk and food color like I've done for 50 yrs.
