I work at the fabric dept of the local Walmart, and agree with you. There are times that the 'new' but same fabric is a bit different than it used to be. Not sure why. But I always inspect the fabric as I'm measuring it for my customers and point out if there are flaws or quality issues with it.
I know I hate getting bad quality, bad service etc. I try to take care of my customers and fellow quilters/sewers.
